CAROL MILLER
INDEPENDENT FOR 3RD CONGRESSIONAL DISTRICT
LWVCNM 2008 General Election VOTERS’ GUIDE
US Representative
1. Describe your specific experience and abilities that prepare you for the office of United States Representative. (75 words)
Independent. Two Presidential Appointments (Clinton: Health Care, Reagan: Commissioned Officer, US Public Health Service), Congressional Liaison National Rural Health Association. Experienced writing and passing federal legislation, policy. Nationally recognized expert; healthcare and community development. Knows how Congress works and how to work in Congress. Educated. Ready to lead.
Non-partisan. Rooted in community; acequia Commissioner, Governor Richardson Appointee to Commission on Higher Education, VISTA volunteer. Founder and leader of organizations and community programs in NM. Honest.
2. What are the three top economic concerns facing the country? What actions would you take as a U.S. Representative to address these concerns? (75 words)
Economic concerns are intertwined and complex. Across the District, daily, I hear concerns but also stories of desperation in tough times.
Energy: Gas and food prices, assuring NM leadership in the renewable energy economy.
Human needs: healthcare, quality schools, affording college, good jobs, income security.
Globalization: job loss, the costs of war and militarism.
All issues require the same actions: Listen, strategize, study, plan, prioritize, build consensus, mediate, provide leadership, work hard for the District.
3. Should Congress take steps to ensure that all people living in the United States have access to affordable, quality healthcare? Please explain. (75 words)
Healthcare is a right requiring both coverage and access. The public consistently identifies Medicare - publicly financed/privately delivered healthcare with a choice of providers - as the most popular federal program. I support Medicare-for-All to assure coverage. Assuring access will require an immediate and rapid expansion of primary care training and education with incentives such as scholarships and loan repayment for service in health shortage areas. We must grow the health workforce to guarantee access.
4. What is your position on the war in Iraq, and what actions should the United States take? (75 words)
The U.S. should leave Iraq within months, not years. The Iraq war and occupation, illegal under international law, have made the U.S. and world less safe. Occupations ultimately fail; no country tolerates being occupied by another. Rebuilding should be led by Iraqis with U.S. and international support. There should be no permanent US bases in Iraq. The Afghanistan war should also be ended. The US must lead diplomacy and international cooperation, not militarism and war.
